The FPTP version that we use in Mauritius since 1967 has served us extremely well but during the past quarter of a century politicians have been trying to replace it with a mixed system which would be a complete disaster. The principal purpose of this book is to help prevent this calamity by critically looking at all the main electoral proposals since 2002. 

It also provides more than a dozen vital criteria to evaluate any electoral system or proposition and will therefore put the debate on electoral reform on a firm footing. Bérenger Statements That Don't Survive A Fact-Check

1. I'm the real father of the economic miracle (2019). Something Ramgoolam acknowledged in parliament a few weeks ago. The problem with this statement is that Bérenger was Finance Minister for only nine months as from June 1982 and alliance partners spent a lot of their time fighting each other which left very little time to hatch such a miracle. Plus Bérenger returned as FM between 2000 and 2003 during which time he presented not one but three budgets. We know what one of his colleagues had to say about the economy back then. And that there are problems with this notion of economic miracle.

2. Mauritius is the best managed country in the world (2003). That's what Bérenger repeated several times when he was PM. You need to wonder which yardsticks he was using to arrive at such a conclusion.

Subron Statements That Don't Survive A Fact-Check

1. We have reached the end of a cycle so we need a new constitution (2023 onwards). Bérenger and Ramgoolam have reached an advanced age and are way past the date they should have retired from active politics. Ramgoolam hasn't been looking healthy for quite some time – and he's been an unmitigated disaster as PM when he was – while Bérenger is seeing at least one ghost in Parliament. Subron is now a pensioner. Our constitution has not aged one bit though. It's still a national treasure that will serve us well for the next 100,000 years albeit with a few overdue additions. Subron seems to be confusing the cycles that a typical human goes through with our awesome constitution that was built to last many centuries. It's like the Hindu numerals, they have not gone out of fashion for the past 2,000 years. I don't know of anybody who wants their smartphone to run on Roman numerals.

2. Our FPTP system doesn't allow any new party to emerge (At least since 2010).

PM Presses Ahead With Own Version of Banana Republic

The bill on electoral reform in the National Assembly (NA) is effectively as dangerous and crappy as the one we massively rejected in December 2014. It doesn't solve anything and shrinks our democracy. Given that we don't have recall elections and statute referendums yet it is important that enough MPs abstain and vote against the introduction of proportional representation (PR). It is even better that a few MPs resign from parliament to send another clear signal that we will not allow Lepep to break yet another of its pledges and put MPs at the centre of a conflict of interest. Let's focus on the parts of this bill that are most dangerous and deal with three misconceptions.

It's clear to everyone who doesn't want to get distracted by its wrapping – the jargon, the apparent concern for increased female representation and other gimmicks – that the electoral reform the PM presented on behalf of the Lepep government about ten days ago will turn our country into an autocracy with leaders appointing MPs, suppress dissent which is the lifeblood of democracies and make it a lot more difficult for voters to keep politicians out of our National Assembly (NA).

A few comments about this article which appeared yesterday.

1. We have an excellent electoral system called the FPTP while the Sachs Commission's alphabet soup of electoral options are all PR-based. Which makes that part of the report quite narrow. It's not the fault of the Commission. They were given terms of reference that were not broad enough. Which is a pity. Never mind there are tweaks that can be made to our FPTP setup without changing its essence. I have proposed such a disinterested tweak in July 2014 and have kept improving it in a series of papers. These and the backgrounders are available here. I must confess that initially I didn't understand why the Labour Party of Seewoosagur (who turned 118 yesterday), Kher and Renga were dead against PR. I understand now. It's hard not to have even more respect for them and others who fought against PR when you go deep into the FPTP system and find out how extraordinary it is.
